The highest honour a soldier can receive. He's not a soldier, though, and won't be. There's exactly a zero chance he would join the military and lose all of his freedom. He might join/become paramilitary if a huge war broke out and he saw no way to avoid participating in it. It might be possible to grant the medal to a member of paramilitary, maybe, if the achievements were even greater than those of a soldier who'd earn it normally.
