It seems like it's for your skin to absorb the sunscreen to protect from sunburn. It should take about 20 mins, then it shouldn't lose effect in the water

I know your comment is old but there is water proof sunscreen. Would be surprised if that universe didn't have any.

I live in Australia so I'm quite familiar with a deadly sun as well as beaches. Almost every single brand of sunscreen we have here is waterproof for up to 4 hours. A combination of moisture repellent polymers and skin safe adhesives (like beeswax) are added to the cream so it doesn't wash off unless you use scrubbing force or a surfactant like soap.
