I don't think it's out of character, tbh. Mei's a different situation than flesh-and-blood women who consent completely of their own accord, because Mei was literally created solely to serve him, so he feels kind of guilty about it. This isn't the first time he's shown guilt over Mei's existence/purpose either, he's been iffy about her and how she was "created specifically for him" from the start (with the girls having to be the ones to actually convince him to take her along).
