I think the author's focusing more on setting the atmosphere and flexing their drawing skills. I was gushing over the art the whole chapter.
All the art:
p3 had me thinking how nice shoes could be drawn.
p4 the expressionless pull to safety with the nicest bus I've ever seen in manga (the best part is it's not a truck).
Or the fact that the chapter starts with so much beautiful scenery and when shota-kun making the awkward apology to her on p9, the artist cuts all the scenery completely and it's just blank white. If you review the whole chapter, almost every time the dialogue is important, the artist switches from beautiful, detailed scenery to blank white backgrounds. I'm loving it.
p11, this panel split to show the difference in their heights. Amazing.
All the previous chapters were like this too. Can't believe I'm just noticing...
Edit: The white background thing might be the artist skipping background drawing, but imo, the exchange for better backgrounds on other panels is worth when I'd rather be focused on dialogue in the panels they do it anyway.
