Dress code in uniform school isn't that far fetched, non uniform schools with non existent codes were having all sorts of problems.
Had a bunch of situations where girls in last class of primary school dressing half naked, then complaining hormone cocktail guys being horny.
Then there was a case in last class, where one girl got sexually assaulted on her way from school by some drunken men, she wore a really skimpy skirt and a see through shirt that time. Had to seek psychiatric help, because although supposedly nothing happened, that hit her hard.

Didn't change much in high school, similar incidents although not as that last girl.

There's responsibility for how you look, you either can handle it or don't give a fuck about consequences.
