Had she just been some supernatural creature with no legal identity nor any legal presence in human society, it wouldn't have mattered that she's a minor. But she did apparantly live as human for much of her life. So there's official records somewhere showing her identity, age, and official adress.

All it takes is someone filing a missing person report on her, and our man Iori is gonna be in deep shit...

Does she even know how old she is? She might not have been transforming between a cat and a human from the beginning. We did see a flashback of Mi as a much younger human, so we know, more or less, she has been turning into a human for a while. However, there's still a chance she's only counting her age from the point she gained the ability and human intelligence. Who can say how many cat-only years she had lived before that. It's also possible that 17 is a semi-random number she just picked for herself, just because she felt like it. That would be 100% cat behavior, if cats really had that kind of intelligence.

If she actually was first a human and then later got cursed to turn into an animal and back every day, like the couple in the movie Ladyhawke, then the number might be correct. Otherwise I wouldn't count on it.
