Yeah but not to have babies, that being something extra that they do doesn't mean that that's how they actually have sex, it would be like thinking humans mate by swallowing semen because of blow jobs.

Penetrating can broadly mean "pegging", so to speak. Yes, female hyenas do not "insert penis into hole" since, as you rightly state later, they don't have actual penises, but
penetrating isn't confined to that meaning. And IIRC, the manga in question (and no other media that I know of) depict RL hyenas
penetrating other hyenas for the sake of having babies. Many creatures engage in sex-like behavior without actually engaging in sex per se, and this can involve any weird sort of combinations of traits.
