Just in the previous chapter the Minami family had to cancel a hot spring trip because of lacking money. So, yeah, it's not polite for Touma to continuously keep eating their food. Maybe it wouldn't matter otherwise, but if the host family has such a tight budget it limits their normal life already, it definitely is not polite. Touma is just an elementary schooler, so she might not quite comprehend the situation, but neither does she ever listen to her older brothers who tried to make her understand. Haruka, on the other hand, is not the kind of person who could easily tell Touma how things stand. She only ever gets seriously with Kana and some of the guys at her school.

Minami-ke season 1, episode 12 (the first Christmas episode) already dealt with this. Since Touma is pretending to be Chiaki's "younger brother" (despite Touma being slightly older and a girl), Haruka considers Touma to be her own younger brother as well and, as such, Haruka doesn't mind making suppers for four people.

I have a feeling that anime scene was probably a direct adaptation of a manga chapter but I don't feel like digging through the archives to figure out which chapter it was.
