This is the first time I've considered the dead girl might be from his childhood, nor adulthood.

I wonder who the girl was to him? Could be a daughter he ignored when alive (the whole thing about her dad ignoring her), what about a childhood friend he saw die and was traumatized. And how did she die? Seeing the flower and drink that reminds me of the little roadside thing from when a car accident kills someone there in which case was it a true accident and he's hurt by trauma?

Obviously the legend reflects our MC but if it was rage that hurt others was then it is likely he hurt the childhood friend and has been suffering since with everyone ignoring him until he self-destructed.

Girl suggests an old school song to play.
MC recognizes song but not Girl, meaning song stopped being taught in her class. Or she's from out of town.
Elsewhere, Police guy knocks down vase with flowers and drink bottle
Drink bottle is the same as the Girl's favorite.
You'd usually put down a gift of flowers on the site where someone died.
This implies Girl died somewhere nearby.
Police guy gets sucker-kicked in the head by a stranger

If the writer is creating a parallel with the town's founding myth, then MC killed girl in a fit of rage, comes to his senses during the trip, then kills himself later on when he realizes what he's done.
