It seems after running them both through AI and trying myself, the sentence from page 21 makes no sense to me or the AI and seems to be a reference to something. The beginning of the quote from page 24 is the same as page 21. The latter part

教師の評価を変え得る可能性...校長先生に関する秘密...

translates to "Possibility to change the evaluation of the teacher... Secret related to the principal."

I think its supposed to mean, "The possibility to change the evaluation from the teacher is related to the secret about the principal."
