ファ: 'Fu' + small 'a' = 'Fa'
ッ: Small 'tsu' isn't voiced, per se. It is commonly transliterated by doubling the consonant component of the following character.
キュ: 'Ki' + small 'yu' = 'Kyu'
Finally, the line at the end prolongs the final vowel sound. When you add it all together... Well, I'll let you do the math.
