Setsuna and Marina's bond is never romantic, but it's still one of the most complex and important in the whole show. They don't meet very often, but their dialogues with each other are always on their minds- eventually, they're able to answer Setsuna's question together.
And at the end of the movie, Setsuna comes down to visit Marina with the 00 Quanta in the flower field.
