The mangaka was sick, thats the reason the chapter doesnt seem finished. Something to do with his bronchial tube, which seems to be a recurring issue.

looks like he got up to the neck snap before not being able to finish but still had to put in the line work in order to get the chapter out on time. which isnt uncommon for shonen jump manga. will probably get fully shaded and what not with the volume release
