@Draikar: Not putting stupid women in their place when they try to boost you from your girl is, indeed, implicit consent. It's part of why I'm increasingly inclined to say that Mone-san is the only good aspect of this story, at this point. (Side note: to the viewer it might have been, but there was nothing sexual about what Mone was doing to Shorthair Pantyhose--contrary to what the latter was doing to Haruta in this chapter.) Even so, I still remember how things were/are whenever the Mob Squad wasn't/isn't involved--he (mostly) acts like a normal guy, showing some sort of backbone. Just look at the chapter where Mone-san came to visit him. And to his credit, and though it took him a while, he did attempt to put a solid end to Flatchest's trashy behavior at the beach (though, like I said back then, I would not have given her the open hand after all that disrespect).
A lot of it really seems to be forced--in order to enable the profligacy of the Mob Squad, he has to act like your average, effete male romcom/harem lead, otherwise his anger would only mount if they ignored honest attempts to stop their behavior; the story would transform from romcom to drama once Mone-san got involved, because two of the mobs trying to steal Mone-san's boyfriend
are actually girls she considers friends.
But when all you can see is this guy forgetting how to say "No" and that he has top-tier Mone-san whenever these cut-rate coochmongers come onto him, he just looks like a disloyal weakling one way or the other.
