I remember i already mention before about Kudo (if he is the who bullied), that he had this some kind of hidden motive.
Its impossible that he doesnt mention that he got bullied to the nobles and the upper rank leaders on the fort, because, all of them are clearly mentioned as special individual in safeguarding the fort and the surrounding nations.

If he was bullied, and keep it at him, its not natural. Anyone who will bullied will be known to anyone on the fort, because its impossible that he will able get back on his room right and in good condition.
He will encounter soldiers and that soldiers will report it to their superiors and will be investigated....
