You're either perfect or your not, don't add a tier above perfect if it ain't at least divine sounding
The elimination amount is bad, but is it waranted? The plan to train soldiers is flawed, you have to use propaganda from a young age to try and make kids appeal to being militant focusrd, but you have to do it in a way that doesn't seem forced or talked about all the time .... it seems half done in this world which can be an insight to political corruption or a lack of funding.
Honestly I think it'd be better to have a demonstration for the whole school instead of interested parties (can appeal to a wider audience, promote dread and reliance on hunters/soldiers, and in general a option for quantity over quality),
but having the option to join promotes more loyal/ambitious soldiers (you appeal to less, however you will have fewer people leaving during training/on duty, it's the quality option that is prefered when you need good men instead of any random schmuk that farts in formation)
Finally, how many years have monsters roamed cause this seems like a major plothole for the lack of info on monsters....
