The lack of the mother's presence makes me wonder if the daughter is actually the protagonist. For me a protagonist is the VIP of a story world like the mom which came from a bad future. But seeing how all these major character almost always with the daughter is making me realize that my definition of a protagonist is lacking.

The Daughter is absolutely the protagonist, we see the story throuhg her eyes and the narrative mainly centers around her.
The mother is much more comparable to the hero role

similarly to how "Villain" and "Antagonist" are not necessarily the same.

I wonder what the hell this soldier was thinking trying to pull rank on something like this...? Or if someone higher in command is trying to make some dumb point. Well. Gluck surviving this now...

As the other guy said, this is the daughter's story, so nearly everything is from her perspective. You aren't going to see the entire schedule of every single character just the relevant bits.
