I think it's MC. His passiveness (which is understandable since he was even younger when they dated) probably made her to be the one chasing. And to a family member, it might seem like she was being used.
Since the sister doesn't know the ex, she might have assumed that she was dating a useless adult.

I was also thinking that if it were the MC, it might just be the sister’s own conjecture. However, I think it's more likely to be based on how Kohaku behaved during and after the breakup, leading to the sister's belief that he dumped Kohaku after she spent most of the relationship fawning over him
