Also the point that I am trying point out is that Toda tends to think of her in a sexual way because he loves her, he wouldn't have thought of those things if he wasn't in love.. Meanwhile the other guy wanted to ruin her and have thought of those things out of pure lust which is far more worse..

The thing is, when you look back on his thoughts and wants, Toda was being very lustful and had thought much like the creep hence his thought process leading to him realising he may not be so different. After all his love for Nakano evolved from his lust/obsession for her which isn't so different from the creep's lust.

Would he really ? He didn't know anything about her and had barely talked to her before, he was obsessed with her and came to love her as he knew her but before that it was pure lust. He had these thoughts before, that's the point the author is trying to make here what he wouldn't have done is act upon those thoughts (or atleast I think he wouldn't have) while the creep in the bus definetely would have acted upon them.

@warpbeast IIRC Toda start develop feelings back when Nakano gave him his exam ticket back after he lost it, only after then he got an eechi wind skirt scene and start develop lust, so technically he did develop love before lust. Of course, we don't know what would happen if Toda see the Pantsu shot before the exam ticket fiasco, but Toda may not even pay attention to Nanako enough to see the pantsu shot in the first place. Thinking about your crush in a lustful way isn't that out of the picture anyway, so whether or not Toda fall in love because of lust and/or love is not clear. Besides, Toda hasn't yet try and/or think about actually laying his hands on Nanako (yet), so I'll take Toda's side with this one.

I stand corrected on the love coming after the lust but I think the main point still stands that he sees similarities between himself wanting to do those things to Nakano and the creep and can't help but feel guilty about it. I'm not saying there's nothing wrong with lust but it is wether you act upon it or not, I'm pretty sure a lot of people have fantasized about others without being in love with them but don't act on those without consent.

Toda would only act on his fantasies with Nakano's consent but him coming to the conclusion that he may not be that different to the creep isn't far fetched either, it's just him realising how obsessed with Nakano he is and feels sort of guilty about it without realising that lust is a pretty normal thing and shouldn't necessarily feel bad about it.
