Not that fond of this twist to be honest.
Lucy's songs were still capable of giving even animals psycho urges, that's not something Wakana could have brought about. And way long ago there was a scene with Lucy briefly coming back as someone's personality only to be killed by Wakana. Their reactions had zero indication of personal familiarity with each other, much less father and daughter.

so Tetora is Wakana's spare ? Is the reason Tetora needed to assimilate XX to become a perfect lucy because lucy was actually a female ?
Then gakuso knows that Wakana was the one behind the puppet Lucy ? Why is Wakana working together with gakuso to create a perfect copy of herself ? She seems to be waiting for something , like when Teu was talking about Wakana becoming president of japan , she said to herself it might be a good thing to pass the time. (boredom ? or another motive?)
Was Machi created by Wakana herself ? If she can influence the minds of others like she did with her father , maybe she can also alter her own ? Or was it gakuso that implemented a program into Wakana to create a split ?

Lucy was altered by Wakana and not by a barcode , so the memories werent saved like Amamiya for example. When he was "revived" it was just the personality and not the memories so thats why he didnt recognize Wakana at that time. Kinda like a perfect copy of the mentality. I dont think its a "oh she grew up so he didnt recognize her".
