page 21 - the guy that died in the church was just a random hobo that looked like Lucy that Wakana brainwashed in order to create a propaganda story for Gakuso.

I think Teu was referring to Kimihiko's mom, this gives more background to Wakana's rationalization of wanting to give birth to a new Kazuhiko, she believes that excellent copies need to be naturally birthed. And you're right that sniping should not always be seen as something negative.
