I think, at the moment, he’s just very desperate and doesn’t want his research project getting sent to hell.

He knows he can’t do much to stop what’s happening but he’ll try anyway.

As for Aoi, I think Julio helped cultivate them to be strong against Envoys Julio knows Muhyo has. I don’t think he calculated Dr. Pusu’s abilities into that equation, as Dr. Pusu probably doesn’t have a contract with Muhyo.
