It's not rigid where one goes up when the bottom are fulfilled - they could sacrifice it a lower tier like food, health, and sleep over something they chase after- A job, a passion, or a person.

The hierarchy could even be reordered depending on people and the culture.

It's an excellent starting point to learn sociology.
