You'd normally want to boost the stats thst are already really good (agility, attack, magic) -- also, a shield and magic-attacks don't have anything in common. I don't think of many RPGs where I'd put a shield on my low defense characters. Usually I'd ramp up their dex or their mp and have them in the back lines.Yeah, thanks Captain Obvious.
But have you played a JRPG before? Some of them are really quite strange.
Also, it's fairly common to give characters with low defense a shield to patch up their weakness, is it not? Or are you the type to ignore that?

I'd agree with you except that such JRPGs exist where your chance to dodge an attack is directly tied to shield equips, so equipping a shield is basically just boosting the evasion stat, and thus is an entirely good usage of the equip slot (especially so if the game in question has no other means of avoiding an attack, and/or all weapons are one-handed on the classes that need evasion).Do you...?
A character with low def is usually designed to be squeeshy, like mage, archer, rogue, etc.
If they are not balanced for def, they usually are meant to dodge attacks, or just not expect to take any directly (skills to prevent dmg). Putting on a shield on such a character is a huge waste of equip-slots.
