That's not "21", that's "2⺅" ("⺅" is a radical of a kanji "倍"). I, too, got confused for a moment there, though.
Texts are literally "Strength 15 x 2 times improvement" and "Strength 15 + 150 improvement"
Multiplication is more powerful, but only if numbers are the same. If there is a huge difference - addition may give a bigger boost.
