Selling something after giving it away for free is super scummy, and just pisses people off. Look at all the online services that were freely available suddenly shifting to a subscription.

If he's going to sell lighters, the obvious model is "razor and blades". Give the lighter away (or sell at very low cost) and sell the fuel refills. Folks will need refills eventually, anyway. Or sell cheaper, single use lighters and more expensive and upscale refillables (think bic disposables vs clinky clanky zippo)
