Such munitions are called "less than lethal", meaning they are not designed to kill (unlike regular ones), but still will under many circumstances. No one's lying about that, it's just the usual case of zero research from the author..Just because they lie and claim the ammo is "non-lethal" doesn't mean you can shoot people in the back of the head with it and not do grievous harm, author.
There's no way he does not know about his men's behaviour, when it's common knowledge in town. He's either in on their little scheme or simply does not care what they get up to.
