Thanks to that the thugs could basically use his authority, via his subordinates, to just do whatever they wanted. Honestly, I'm not convinced he isn't getting some sort of bribes too, but maybe he's distancing himself enough to be able to play ignorant if his subordinates ever mess with someone they should not, like right now, since he seems quite surprised by the guild ID.

Such munitions are called "less than lethal", meaning they are not designed to kill (unlike regular ones), but still will under many circumstances. No one's lying about that, it's just the usual case of zero research from the author..

There's no way he does not know about his men's behaviour, when it's common knowledge in town. He's either in on their little scheme or simply does not care what they get up to. His conduct here seems like simple caution before an unknown, dangerous individual.

Think about what the adventurer guild would require you to do on a daily basis, Now , think of what the merchant guild would require you to do on a daily basis, Which one of those two makes it sound like you would have an easier Life.

So a lot of people need these stories.Choose the merchants guild , because it's the path of least resistance.
