The manga is starting to remind me how pants on head stupid the military in Muv Luv is. Shortage of qualified pilots? Lets waste time giving them infantry training and hold back people with stupid, extremely risky qualification tests, instead of, you know, more TSF sim training. Fighting hordes of alien monsters? Stand around and panic instead of fight back, and definitely don't perform a fighting retreat. Also let's definitely send rookies to the front line. And, cherry on top, civil war under threat of imminent invasion is acceptable.

As the imperfect English fan-translator of Muv-Luv Alternative, I have to agree with @commandodude: The military in Muv Luv can be irritatingly stupid. I also have certain issues with the uneven pacing of the story--but that's another issue! Aside from convincing myself and recognizing certain cultural aspects which heavily comes into play in most mangas and animes, I sometimes convince myself that this is the intent of the Muv-Luv's creators: To show imperfect characters struggling to work within a government and military system filled with other imperfect characters who in unfortunately in charge of things. Yeah, it annoys the heck of of me, at times; but being imperfect as human beings are, I imagine that's exactly how they wanted it.
