I think I heard their notoriety came from a staged performance. A big shot (one of the US President, I think) had a schedule to visit the area, so the locals, wanting to impress the big shot, trapped a large number of piranha and intentionally starve them before hand, so when the carcass was thrown in, feeding frenzy occurred. Starving them is probably doable, but don't think you can have that many piranha in possession without authority paying you a visit?

NVM, it seems importing piranha is probably not possible due to them being invasive in nature that a lot of countries don't allow it purely on not wanting to risk having them accidentally get into rivers and kill of native fish
