I somewhat agree. I don't really see it as them 'supporting' it, but their action really makes it hard for you to say they're actually 'against' it either.

The best I can defend them right now is they notice it and reluctant to intervene -- maybe don't know how they should intervene and/or think it won't develop into anything.
