Or the school knew the other kid was to blame, but that other kid or their parents were higher up on the pecking order and decided, he might have tried to hurt this girl and your son, but this kid is more important so the punishment stands, he is expelled for not knowing his place. Happens in the US, I imagine it happens elsewhere too.

Yeah, they are still kids, but it is still wrong to blame others, look how scared she is, Nozomu might be able to transfer schools to avoid this problem, but for Kagosaki it could be traumatizing and the worst is she might think about suicide.
