I hate to break it to you guys, but those "chapters" are very short (1-2 pages each). Yes, it really is completed.
If you actually read the MangaDex upload, you'll see this note, stating that all available parts were combined into one "chapter":

EDIT: After some further reseach, it seems that that the one-shot has all 11 chapters in one. (The chapters are 1-2 pages long)
