Because the system is set up in a way that it only cares if it's a user's first upload
It doesn't take into account belonging groups or anything of the sort

To be fair it makes sense, not all groups will have their name locked for uploads so any guy can run up and slap their name onto their prank chapter. Not to say mangadex should be treating locked groups the same as open ones, it just looks like they don't at the moment.
