TS is probably confused by the use of 攻略. While it may mean strategy, it also means "walk-through" in modern culture. On Baidu (China's Google), there are many threads with various irl "walk-throughs" and suggestions on how certain things should be done.
For foreigners, these posts may serve as valuable references when planning a vacation, but bear in mind that even the prominent (well received in the community) posts are affected by China's culture and biases. For example, a European planning to visit a mountainous region in China shouldn't rely on these local suggestions as hiking isn't really a part of mainstream Han culture, so the routes would be subpar.
