If u mean how the picture correct position then the picture is a bit wrong, but if u mean r those kind folding chairs work like it suggested then it is a yes, until it's weight limit...

2.1 basically in chinese "carrying the pan" (well, carrying/wearing on your back to be literal) means to take the blame/punishment, typically as a scapegoat but not always cuz that sometimes goes sideways (背黑锅)

i can't be 100% sure, but i'm 90% sure that this saying became popular during the revolution, cuz in the red army if you make a small but kinda still serious fuck-up a common punishment (at least depicted in historical dramas, lul) is making you carry the platoon's cookware along with your normal gear, which the heaviest piece by far is the big frying pan (like the one on his head, that size is about right), as you go running around. Considering the red army wasn't exactly slow marching (and was almost entirely marching, trucks were unheard of for the CPC/red army and trains were a luxury), uh, yeah.
