SO they thought it's better to proceed legally as much as possible otherwise they could have forget hospital record and then sail through it. ( it's about being immigrant , spy that it takes time ofc )

Well, I don't know for sure over there, but here it is easy to forge a new identity. Since there are lots of hidden villages deep inside the wilderness. With money I can forge a new name somewhere far away from my birthplace, but still in the same country. And the identity is legally registered in the database... Welcome to the third-world countries
