I'll never understand the trope of kids flipping the skirts of adult females in mangas, and the females just getting mildly annoyed with it like "oh you boys!"

Like wtf, that's sexual harassment, you stop that shit right there and there and punish the kids. Where in the fucking world is it normal for kids to be doing this? Does this happen regularly in Japan, and people just let it slide? If my kids did this, I'm beating their asses.
