Nope, she hit the area starting with his lower ribs and ending on the non-sensitive part of the crotch. The sensitive bits really do hang between right at the bottom and a bit below.

One thing i dont get is why she, despite being afraid of being annoying to others, constantly acts in ways that can only be interpreted as annoying when she is close to ryou. If we are meant to infer that she has a crush on him(which is basically guaranteed), then surely shed value his opinion of her higher than that of others. And yet she is seemingly totally fine with consciously and contiously pissing him off or building up a negative impression of her. Is this what some people in love do or is she just that stupid?

That's textbook tsundere brat. They struggle with coming to term with their emotions so they would often sabotage themselves and constantly tease the one they like because they can't admit on being the one who confesses because they see it as a vulnerability. She is basically Nagatoro if she sucked at socializing.
