In Japan one of the jobs of the student council is managing clubs, so it being on a whim is only a moderate exaggerstion. For the latter if she's giving them to a teacher for confiscating, isn't that something that even gets done in the west?

There is no sense of accomplishment if the main girl is the best girl, and she "punches down" and beats the romantic rival.

Asahi as of this moment hasn't tried to get rid of manga, books and games that the club owns so I can't even say she's better considering she's been more of an annoyance than her which is a feat and a half. Her rivalry thing was endearing 2 chapters ago, but throwing belongings of others is a one way ticket to most people's shitlist.
