His latter half of the comment is a bit weird, but he's right. Just statistically, most people at a certain age have been in a sexual relationship before. I do think the problem with this manga is that the 18+ version was a bit rapey and depraved, which actually does affect the story. If they just pretend all that shit never happened, then it could cause problems down the line.
