I wouldn't say grooming but it is a weird relationship. She is an adult woman (20-21 years old) and he is a 15 years old teenager, from her point of view he should be like a little brother to her no matter how mature he seems.

If they were like 3-5 years older it'd be fine.

"grooming" would be if Sena had pursued Nao first, spending time with him with the express purpose of getting him attached to her and manipulating his feelings up until the point she could "legally/ethically" start a relationship with him.
It's deceptive and coercive and a long-term process that requires intent on the part of the older individual.
