Our protagonist is a guy who is full of himself being the "green ranger", support for red ranger. His youth is being spent making shounen protagonists out of others, except his recent projects aren't scratching his itch. The meet supernatural protagonist who inherited a dragon and the martial arts to destroy evil along with a "samurai" "shrine maiden" and "loli vampire"
EXCEPT that his current project has him acting as the perverted foil and his project this time is a girl... and she is all in to catering to her male friend's (prospective boyfriend and husband-to-bes) interest. But of course it's a harem tag- if he had more of an identity crisis about his support falling through instead of "kind of into Fprotagonist being lewd"... well I'm being picky.
"samurai" now has to uphold a pretense because our protagonist labelled her as a the school belle/flower.
"loli vampire" is kind of an idiotic (I mean they usually are but in the context that her mysterious characterization fell through.
"shrine maiden" is pure wholesome girl who has insecurity issues AND poison cooking that can rival Shion's
