This doesn't make sense on multiple levels.
First:
If you bleed a towns economy to the point that no one can pay taxes, then you won't have any income in the future.
If you take all of the food and your workers starve, then you won't have any income in the future.
If you take all of the women of a certain age group and kill then, then there are no children and you will have no workers meaning you have no income in the future.
Second:
Atrocities of this magnatude cannot be covered up by "just one truth officer" when you permit free travelers, such as the MC and his party, to roam through your city without any supervision. It would be easy enough for a traveler or even a citizen to dispatch to a truth officer in another town. The only way to prevent that from happening is to have knowledge of all people entering and leaving your city, but once again the MCs group goes around as a bunch of completely unknown individuals to the point that they can infiltrate the main mansion without any real disguises.
Third:
For the MC and his party, you have a truth officer with you. Why not directly confront the Truth Officer of this town about what is going on? "Oh but he's corrupt so obviously he would report what they are doing" Okay so directly confronting the truth officer is more dangerous than storming the Duke's mansion with three people? "But they have the element of surprise on their side!" Only for a moment. What happens if there are rotating patrols. You didn't actually stake out the town for an extended period of time to know what their normal shifts are like, so how can you be sure that catching one group by surprise means that there will be non reinforcements? How are Sati and Angela communicating any changes to the outside situation to you?
Forget all of that, how about this, you now have a truth officer who knows the truth. Why not go and report the situation. You said that they don't handle minor offenses any longer, but this should be considered major. Or is the fact that the perpetrator is a duke the reason you can't take action with a factor? If so then what good is you even barging into the mansion going to do. Are you going to kill the duke? If he has enough influence that he can't be punished by the truth officers then what makes you think that you can get away with murdering him without any consequences coming your way?

How can you be a low security tyrant? How does that even work? Who is keeping the people in check? Maybe they are all out doing evil, but you have to leave some people behind to protect yourself or else you're likely to catch a shiv to the back from someone with nothing else to lose. Maybe the Duke isn't there at this time? Maybe the Duke is just extremely strong so he doesn't need protection? Perhaps he has shadow assassins following him around and assigned to him? Who knows? guess we'll find out in the next chapter.
