Depends , in highscholl that's the number but in college vary from 2 to 60 people, lol.

"Hiyumano Raitsu" is not his name. It is simply the (incorrect) romanization of "Human Rights", which is the English translation for 人権/Jinken, repeated in the previous panel.
The romanization would actually be "Hiyuman Raitsu" or "Hyuuman Raitsu".

His actual name is like the same as his seiyuu (voice actor). Such Meta.
The partially censored kanji even matches up (野津山幸宏 / Nozuyama Yukihiro)
And to drive the point home, he is credited as "FRIEND A" for the Nega-kun and Posi-chan digital comic on the Japanese wikipedia page.
