If it's a call from Bulma, then:
A. It would have range / reception almost anywhere (because she's a genius and Capsule Corporation's very advanced)
and
B. He knows better than to cross her, because naggy, overbearing wives are a Saiyajin's worst weakness.

So the Dragon Ball Super joke comes from here!? And I can't even call Toriyama-sensei cheater cause the anime episode writer is someone different... So the fact that he himself forgot ...
When you think that Goku's source of power is being native from a gag manga... Vegeta ever stood a chance(1)?
And going back... even Superman was born in a Sunday Strip Comic (2)...
And going further beyond... Nowadays Saitama being from a codifier example(3)
Anyways it's always abut headcanon...

(1) Arguably, yes? Since he's most recently impressive outbursts in power are these little "Watashi no Bulma" moments for what they always tease him a lot afterwards... We have his most triumphant face in a gag where he beat Goku in a Super Famicom playthrough... And there's Vegeto and Gogeta too... For Vegeta's chagrin he gets stronger as he approaches these things he despise... love and laughs...
(2) The silver age even being as cartoonish as Bugs Bunny perhaps? Well screw attacks idea that Superman is unbeatable is supported only by the fact that the guy was created this way... When the most logical approach is the Stronger one is the "belief system" (better names are welcomed). My references are Re:Creators, Shaman King, Hyperdimension Neptunia...
(3) While Saitama is the obvious example of someone that excels cause he can't things seriously enough in a world where everyone else is so grim and serious... it's very good to note guys like Watchdog Man (Bankenman) and Pig God (Butagami) doing the very same... Metal Bat (Kinzoku Bat) could count too but YMMV...
