I'd argue that "a spooky item that only appears at midnight" would work similarly to how the thirteenth stair apparently works.
The thirteenth stair only shows up if someone's on the stairs and counting them.
A spooky item that shows up at midnight only actually shows up if someone's around at midnight. 5 minute spawn window at most.
