Dunno about first guy but i assumed vol 2 and 3 cover was supposed to be a ref to kisaragi station, they could've commissioned an artist to do just the cover art if not a full one shot

The cover illustrations by Ayano Kyou and Izumi Tomoki are more like promotional/atmospheric art pieces - they’re not always tied to the actual stories. It’s common in anthologies like this for the cover to be more about setting a mood than depicting actual characters.
