@Abedeus Thanks for letting me know, it's much appreciated! I'm not at all fluent in Japanese in any way so this is very helpful. Although in the context of what was happening, I think groping fit more with what the girls were thinking rusian does with his sister than muttering as they were the only ones in the room.

Nah, they were whispering/murmuring to each other - doesn't have to be a huge crowd for it. There's no groping or any physical activity involved.

Also the "Zawa Zawa" SFX is often used as a Kaiji reference.
In the next page (14) there is a gag with Ako's face changing to resemble Kaijis, so it's pretty obviously an intended reference.
