So I tried to use A.I to translate it and apparently that manifesto is sort of written like an I-novel and it kinda goes like:

Hira-hira (fluttering sound)

It uses a lot of unnecessary punctuation to add emphasis.
Maybe there are some references to other literary works in this.
It's trying to be poetic but really it's silly.
Why aren't the authorities making them evacuate?
Moral of the story: get a hobby or do something other than being a terrorist out of boredom and a sense of aesthetics. Also if you're going to be one then don't suck at it.
